Dr. Stephen M. Young assumed duties as Director of the Taipei Office of the American Institute in Taiwan March 18, 2006.

Dr. Young was born in Washington D.C. and was educated at Wesleyan University, where he received his B.A. and the University of Chicago, where he received an M.A. and Ph. D.

Within the Department of State, he has served in the Office of Chinese and Mongolian Affairs and the Office of Soviet Affairs and has been the Director of the Office of Caucasus and Security Affairs; the Director of the Office of Caucasus and Central Asian Affairs, the Director of the Office of Pakistan, Afghanistan and Bangladesh Affairs, and the Director of the Office of Chinese and Mongolian Affairs. His overseas assignments include two tours in Moscow, a tour in Beijing, and as Deputy Director of AIT Taipei. His most recent overseas assignment was as Ambassador to the Kyrgyz Republic.

Mr. Young is married to Barbara A. Finamore. They have three children.

In charge of Audiovisual policy, Internet policy, relations with the media industry and for international relations. In the last few months, he was notably responsible for the modernisation of the "Television without frontiers" Directive and for the European Film Online Charter. He is currently working on Content Online (create the conditions to develop the availability of creative contents and services online, for home and mobile applications) and on the forthcoming EU strategy for mobile television (spectrum issues, licensing, formats, standards, etc.).

Jorg Menno Harms graduated in 1967 with a Master Degree in Electrical Engineering (Dipl.-Ing.) from the University of Stuttgart. He is an honorable professor there since 2001.

His professional experience started out with Hewlett-Packard GmbH in Böblingen , Germany in 1968, where he took on assignments in R&D, Manufacturing, Marketing and Sales. In 1973 he became Sales Manager for HP Germany Medical Electronics Division in Frankfurt , and in 1977 he was firstly promoted to Marketing Manager and secondly to Division General Manager in 1981 of HP's Böblingen Medical Division with worldwide product line responsibilities.

In 1986 he took on as General Manager of the HP Medical Products Group Europe, Africa, Middle East , while also being the Managing Director of Hewlett-Packard GmbH from 1988 onward.

In 1993 he became the Country General Manager of HP GmbH and HP Holding GmbH. In 2000 he moved to Chairman of the Supervisory Board of HP GmbH. In 2002 he resumed the responsibilities as Country GM until 2004. Since 2005 he resumed the responsibilities as Chairman of the Supervisory Board of HP GmbH.

J. Menno Harms presently is Managing Director of the Menno Harms GmbH in Stuttgart (www.mennoharms.com). He also serves on the boards of Jenoptik AG in Jena; Hypo Real Estate Bank International AG in Stuttgart; Groz Beckert KG in Albstadt; CA Leuze Group in Owen; Management Partner GmbH in Stuttgart; Heraeus Holding GmbH in Hanau.

Zahri Yunos is currently the Head, Strategic Planning Department of NISER. His position shoulders him the responsibility to manage and coordinate NISER's strategic initiatives. Prior to joining NISER, Zahri has served the Government of Malaysia as well as other private organizations. He has contributed various articles in local newspapers and presented papers in conferences on topics related to Information Security and Business Continuity Management. Zahri is a member of Working Group in developing Malaysian Standard on Business Continuity Management. Zahri holds a Master's degree in Electrical Engineering from University Technology of Malaysia, Malaysia and a Bachelor's degree in Computer Science from Fairleigh Dickinson University , New Jersey , United States . Zahri is a certified Associate Business Continuity Professional (ABCP) by the Disaster Recovery Institute (DRI) International, USA.

Yukou Mochida

Yukou Mochida received BE in Electrical Engineering and Doctor of Engineering in Digital Signal Processing from University of Tokyo in 1964 and 1988, respectively. He stayed in the Technical University Munich from 1965 to 1966 as a DAAD researcher.

In 1964 he joined Fujitsu Laboratories Ltd and has been working on digital transmission systems over metallic cables, millimetric waveguides and optical fiber cables, digital signal processing for data modems, and digital network transport- and node-equipments such as SDH and ATM systems.

In 1994 he was assigned as Member of the Board of Fujitsu Laboratories Ltd, and in 2000 he became Senior Vice President responsible for network systems, which include photonic networks, mobile communication systems and next generation internet. He was also Chairman of Fujitsu R&D Center in Beijing until June 2004. Now Dr. Mochida is Advisor of Fujitsu Laboratories Ltd.

From 2003 Dr. Mochida is Visiting Professor at GITS of Waseda Univ. and from 2004 he is Visiting Professor at Beijing University of Posts and Telecommunications.

Dr. Mochida is IEEE and IEICE Fellow and is a Member of t he Engineering Academy of Japan.

Prof. Dr. Radu Popescu-Zeletin

Radu Popescu-Zeletin is professor at the Technical University Berlin and Director of the Fraunhofer Institute for Open Communication Systems (FOKUS). He led the research and development department of the BERKOM project of the German Telekom pilot project for the development of new applications in broadband ISDN environment. He published many papers on distributed computing systems and applications. He was active in standardization committees (DIN, ISO, EURESCOM) and had contributed to the development of telecommunication standards.

He is founder of several telecommunication companies: IKV++ Technologies AG, IVISTAR AG, Testing Technologies IST GmbH, TwonkyVision GmbH, ICAM GmbH. Prof. Popescu-Zeletin graduated at the Polytechnical Institute Bucharest, Romania, got his PH.D. from the University of Bremen, Germany and his habilitation from the Technical University Berlin.

He is Senior Member of IEEE, Doctor honoris causa of the Polytechnical Institute Bucharest and Professor honoris causa of the Catholic University of Campinas, Brasil. Furthermore he is member of the Motorola Visionary Board 2004-2006 as well as member of the Romanian Academy. Prof. Popescu-Zeletin is bearer of the Public Service Medal of the Republic of Romania.

Mr. Sin-Yaw Wang

Sin-Yaw Wang has worked in the IT industry for over 20 years. A resident of Beijing, he is the Vice President of the Global Engineering Organization at Sun. His charter for Sun is to leverage global engineering talent and to capture market share in the dynamic Chinese IT industry.

Before his appointment to the position of Vice President in March 2005, Sin-Yaw was the Senior Director of Solaris Network & Security Technology. His organization developed the networking & security component of Sun's acclaimed Solaris Operating System. He also was the chairman of the committee responsible for the release of the Solaris 10 product.

Sin-Yaw also held several Engineering Director positions on the Solaris team- most notably being responsible for Solaris kernel which focused on resource management, server consolidation, fault and breach containment, and virtualization.

Prior to joining Sun, Sin-Yaw was a Director at Adaptec where he was in charge of all system software for the SCSI product lines. Before Adaptec, he was Vice President of Engineering at a Silicon Valley start-up called Books That Work, developing consumer software.

Sin-Yaw was born in Taiwan in 1958 . He left the island country in 1982 after graduating from Tamkang University with a major in Mechanical Engineering. In 1984 he earned a Master's degree in Manufacturing Technology from Arizona State University. In 1990, while working in Silicon Valley he received his Master's degree in Computer Science and in 1997 his MBA from Santa Clara State University.

Toru Nakayama has been serving as Director of International Affairs Office, Commerce and Information Policy Bureau since July 2006. His last position, since 2004, was Director of Nanotechnology and Materials Division. He also served as Executive Director for the US Japan Business Incubation Center in San Jose sponsored by JETRO, since 2001, to support Japanese start-up companies in the Silicon Valley . He has a master degree in Mechanical Engineering from Tokyo University . He joined Ministry of International Trade and Industry (MITI) in 1984. He has a long background with industrial policies in electronics, semiconductor and materials industries. As a visiting researcher, Mr. Nakayama studied the mechanism of technology transfer at the University of Southern California in 92/93 academic year, which he focused on the case of Silicon Valley.

Xunsheng Zuo is currently the Chief Executive Officer of China Netcom (Group) Co. Ltd. He served as the Vice President of CNC Group since April 2002 and he was then a member in the CNC Party Committee. From July 2004, he served as the Senior Vice President of China Netcom (Group) Co. Ltd. and the Chief Operating Officer in December 2005. Prior to joining the company, Zuo was the President of Shandong Telecommunications Company, Secretary in the Party Committee of the Company, Director General of Shandong Posts and Telecommunications Administration, Secretary in the Party Committee of the Administration, Director of Jinan Telecommunications Administration and Secretary of the Party Committee of the Administration. He graduated from Guanghua School of Management, Peking University with an EMBA degree.

Dr Rudasingwa is a faculty member at the University of California, Berkeley, where he conducts research on, and teaches, "Business and Technology for Sustainable Development ". He is also the Director for Bridging the Divide, a University initiative to promote business and technology in developing countries. Dr. Rudasingwa is the former Director of Cabinet for the Office of the President of Rwanda , and former ambassador of his country to the United States . He has represented his country at the World Bank, the International Monetary Fund, the United Nations, and the African Union. He was also the Secretary General of the Rwandese Patriotic Front (RPF), the organization that stopped genocide in Rwanda in 1994. He holds PhD from Trinity College, Vermont; MA from the Fletcher School , Tufts University, Boston, Massachusetts; and an MD from Makerere University, Kampala, Uganda.

Dr. Yuan-Kuang Tu currently is the Vice President of Chunghwa Telecommunication Laboratories in charge of value-added services, multimedia, security, and enterprise solution development. He has been with TL since 1981, served in a variety of R&D and project management positions. His professional fields include photonics, optical communications, access networks, broadband networks, and network evolution architectures.

He received the B.S., M.S. and Ph. D degrees in Electrical Engineering from National Taiwan University in 1977, 1979, and 1988, respectively. He had 20 patents in Taiwan , and published more then 60 technical papers at journals in the fields of electronic devices and photonics.

He received the Distinguished Youth Award of Electronic Devices and Materials Association Taiwan (EDMA) in 1995, and received the Distinguished Electrical Engineer Award of Chinese Institute of Electrical Engineering in 2002.

He is a member of IEEE/LEOS, IEEE COM Soc., Chinese Institute of Engineers, Chinese Institute of Electrical Engineering, Optical Engineering Society of ROC, and EDMA.

He is the Chairman of Korea Contents Industry and Business Association (KIBA) from October 21, 2001 to now. And he is Director of Korea Association of Game Industry, Vice-chairman of Korea Venture Business Association and Director of Korea Telematics Business Association.

Ferng-Ching Lin received his B.S. degree in mathematics from National Tsing Hua University , Taiwan , in 1970 and M.A. and Ph.D. degrees in mathematics from the State University of New York at Buffalo in 1973 and 1979, respectively. He was on the faculty of the Department of Mathematics at National Cheng Kung University (1979-1981) and the Department of Computer Science and Information Engineering at the National Taiwan University (1981-). From 1994 to 1998, he was appointed as the Director General, Bureau of Economic Development, Taipei City Government. He served as the president of the Institute for Information Industry from 2000 to 2003. In 2004, he was appointed as Minister of State in charge of overall government Science and Technology policy and budget coordination.

Taizo Nishikawa has served as the Deputy Director-General Commerce and Information Policy Bureau, METI, since November 2005. He had previously worked for two years as Director-General of Electronics and Information Technology Development Director of NEDO -- an independent administrative agency of New Energy and Industrial Technology Development Organization. He has also been the Director of Automotive Parts Industry; Director of Regional Industry Promotion Office; and Director of International Accrediation Division, all at METI from 1990-2001. He served as First Secretary of the Japanese Embassy in France from 1992-1995 and was awarded the National Orde du Merite de la Republic Francaise in 1999.

Dr. Nishikawa graduated from the University of Tokyo in Engineering and then went to graduate school in engineering at the Florida Institute of Technology in the USA. He completed his doctorate in engineering at the University of Tohoku.

Ann B. Waldo joined Lenovo in 2005 as Chief Privacy Officer, heading the company's global privacy priorities to manage legal and reputational risks and build business value. Her responsibilities include spearheading compliance with law and best practices in Human Resources practices and policies, business communications, marketing programs and product development; incorporating legally compliant privacy practices into commercial strategies; assisting with global integration of best practices from the legacy companies of Lenovo China and IBM Personal Computing Group; leading privacy risk assessment and risk mitigation; developing and leading the corporate privacy infrastructure; and serving as a public policy advocate on national and international privacy issues. A salient area of focus is integrating the privacy and information practices of Lenovo China and the international IBM-legacy business. She serves as Co-Chair of the International Working Group of the International Association of Privacy Professionals and is active in the Carolina Privacy Officers Network. She represented Lenovo and the United States government in the APEC Electronic Commerce Steering Group privacy talks in Korea in 2005 and is an active participant in the Center for Information Policy Leadership.

Prior to Lenovo, Ms. Waldo was Chief Privacy Officer at Hoffmann-La Roche, handling privacy compliance and best practices for the United States in marketing, Human Relations, HIPAA, and clinical research. She was actively involved with the International Pharmaceutical Privacy Consortium, serving as Co-Chair of the State Working Group and leading the consortium's advocacy efforts when numerous state privacy laws were enacted during the early 2000s. She worked in Public Policy at GlaxoSmithKline, providing legislative support on privacy and other legislation and health policy issues. Previously, she served as in-house counsel at IBM, working on e-business, consumer protection, direct marketing, crisis management, and e-business public policy issues. Prior to IBM, she was as a commercial litigator with a large North Carolina law firm, specializing in product liability and construction disputes. Early in her career she served as a legislative analyst for the Ohio Legislative Service Commission, staffing the Ohio Senate Ways and Means Committee and drafting tax legislation.

Ms. Waldo graduated from The University of North Carolina School of Law with high honors in 1995 and holds a B.A. degree in religion from Ohio Wesleyan University ( summa cum laude ).

David Ta-Wei Chang is the chairman of Secure Online Shopping Association (SOSA) and also the President of China Credit Information Service Ltd (CCIS) established 1961, the funding member of SOSA in 1999.

CCIS provides business information and related services, such as market research, property appraisal, professional publishing and account receivable management on both sides of the Taiwan Strait domestically and internationally. Its services cover more than 150 countries worldwide. Under his leadership, CCIS has been the pioneer in Taiwan credit checking business and possesses the largest Chinese intellectual databank in the world.

Mr. Chang is also a director of Taiwan 's SME association, director of Taiwan Rating Corp., Deputy Chairman of China Institute of Land Appraisal, director of Taiwan Shopping Center Development Council and member of the Land Consulting Committee of Taipei City Council. In addition to his business role, Mr. Chang is also a lecturer in the National Cheng-Chih University.

In his current capacity at SOSA, Mr. Chang devotes his knowledge and experience of credit checking to advocate “Trust” and build the consumer confidence within the eCommerce.

He holds a MBA from Southern California University, U.S.A. BS in Chemistry from National Tsing Hua University.
