John Chen

John Chen has served as chairman, chief executive officer and president of Sybase, Inc. since November 1998. He is recognized as a technology industry leader and corporate turnaround specialist. Under his leadership, Sybase has become a highly profitable company that has grown from a leading enterprise-class database provider to the largest publicly traded software company specializing in data management, data integration and enterprise mobility. Through early investment in its Unwired Enterprise strategy, Sybase has succeeded in establishing worldwide leadership in the mobile database, mobile middleware, and mobile device management and mobile messaging markets. In recognition of his outstanding entrepreneurship in building and leading a dynamic Sybase, he was recently named 2007 Ernst & Young Entrepreneur of the Year in Northern California.Chairman, CEO & President

Mr. Chen is actively involved in international relations, and has testified before Congress on U.S.–China trade relations. In December 2005, U.S. President George W. Bush appointed him to serve on the President’s Export Council, a bi-partisan committee that is made of prominent business leaders, Cabinet secretaries, and members of the House and Senate, and provides advice and recommendations to the U.S. government on export and international trade policy. In December 2006, he was appointed co-chair of the Secure Borders and Open Doors Advisory Committee (also known as the Rice-Chertoff Commission). Mr. Chen also serves on the boards of directors for the Walt Disney Company and Wells Fargo & Co., and the U.S. Chamber of Commerce. Before joining Sybase, Mr. Chen held positions as president of the Open Enterprise Computing Division of Siemens Nixdorf, and chairman and CEO of Pyramid Technology Corporation.
Mr. Chen graduated magna cum laude from Brown University, receiving a bachelor’s degree in electrical engineering. He also holds a master of science degree from California Institute of Technology, an honorary professorship from Shanghai University, an honorary doctorate from the City University of Hong Kong, and an honorary doctorate in business administration from the Hong Kong University of Science and Technology.
Mr. Chen is active in the community, serving on the board of the San Francisco Symphony. He was vice chairman and board member for the Committee of 100.

He graduated from Faculty of Law, University of Tokyo, and entered the Ministry of International Trade and Industry in 1964. He has played important roles in various posts within the Ministry, and left the Ministry from the Director General for International Trade Policy to become the Ambassador Extraordinary and Plenipotentiary of Japan to the Republic of Bulgaria in 1992.
In 1995, he joined Sharp Corporation as a Corporate Executive Director and Group General Manager of International Merchandising & Sales Group, until he was appointed Chairman of IPA in July 2003.
He also holds the Masters Degree (Masters of Art) from Yale University, USA.

As CEO, Badlisham is responsible in providing the leadership to drive MDeC as a highly effective and performance based organization translating the goals of the MSC Malaysia vision into reality. Prior to his appointment in MDeC, Badlisham was with the new Hewlett-Packard in Malaysia (after the merger with Compaq) for 18 years where he was the Director and Country General Manager of HP Technology Solutions Group (TSG). As Country GM of HP TSG, Badlisham was responsible for the management of the overall business and profitability of 2 Business Groups; HP Services and Enterprise Products.
Badlisham holds a B.Sc degree majoring in Computer Science from the University of Northern Illinois, USA and a Diploma in Computer Science from Institute Technology of MARA, Malaysia. Badlisham is married with two daughters. He is an avid golfer with interest in bowling and badminton.

Mr. Hamaguchi joined NTT Public Corporation in 1967, after receiving a B.S. in Electrical Engineering from Kyoto University. In 1995, he became Senior Vice President in charge of industrial sector business and then corporate strategy. He spent 1997 to 2001 as Executive Vice President and Senior Executive Manager for the public sector. Then from 2001 he served as Senior Executive Vice President until his appointment as President in 2003.
Mr. Hamaguchi has also served as Chairperson for the Japan Information Technology Services Industry Association (JISA) since May 2007.

Prior to becoming executive advisor, Mr. Kawamura was senior executive vice president and member of the board and oversees NEC’s solutions and software business. Five of the company’s key business units handle this business: Industrial Solutions, Broadband Solutions, System Services, Mission Critical Systems, and Software.
NEC has world-class technologies in three core domains—IT, networks, and semiconductors—all of which are vital to creating a ubiquitously networked society. The company has developed solutions grounded in numerous outstanding technologies that generate synergies. These include technologies for constructing open mission critical systems—highly reliable, large-scale information systems that operate 24 hours a day, 365 days a year without interruption—and communications systems that underpin society. Another example is semiconductor technologies that support advanced information systems.
Prior to becoming senior executive vice president, Mr. Kawamura was responsible for vertical sales for five years. He also oversaw large-scale system integration for leading enterprises such as Sumitomo Mitsui Banking Corporation, NTT DoCoMo, and Postal Savings for 10 years.
Mr. Kawamura joined NEC in 1965, and was engaged for 10 years in the development of the first ”Time-Sharing Systems” adopted by major universities in Japan such as Osaka University and Tohoku University. In addition, for 15 years he was involved in large-scale operating systems of NEC’s mainframe computers, which were delivered to 5,000 customers worldwide.
He is a graduate of Keio University in Japan with a Bachelor of Science degree in computer science. He loves golf, gardening and watching sports games.

Dr. Jyh-Sheng Ke

Dr. Jyh-Sheng Ke is currently the Senior Fellow and Board Member of the Institute for Information Industry (III), Taiwan, and was the President/CEO of III from 2003 to 2006. In his twenty-four years career at III, Dr. Ke first was responsible for the Chinese computer development, and then has directed the research and development of a wide spectrum of advanced technologies for computer and communications products, led pioneering work in e-business and e-commerce platforms, multimedia communications technology development, as well as assisted the government in the promotion and development of the National Information Infrastructure and bridging the digital divide.
In 2005 and 2006, he also served as the Chairman of the Chinese Institute of Electrical Engineering, Taiwan. In 2007, he was elected as the Chairman of IT-enabled Service Management Association, Taiwan.Senior Fellow

Dr. Ke obtained a B.S. Degree in Computer Science and Control Engineering from the National Chiao-Tung University, Taiwan and, later, his Masters and Ph.D. in Computer Science from the University of Nebraska and University of Illinois, respectively. In 2004, Dr. Ke was elected as a Fellow of Chinese Society for Management of Technology, Taiwan. In 2007, he was awarded as an outstanding alumnus by National Chiao-Tung University.

He received the B.E. degree in engineering science from National Chengkung University in 1970 and Ph.D. degree in Electrical Engineering from the University of Hawaii in 1976. After graduation, he joined Telecommunication Laboratories (TL), the research arm of the Directorate General of Telecommunications (DGT), assuming positions such as research engineer, director " project manager, deputy managing director, and ultimately managing director of TL in 1986 and for the next 7 years. From 1993-1994, he was Director-General of Department of Posts and Telecommunications, Ministry of Transportation and Communications. He took the position of Deputy Director-General of DGT from July 1994 to June 1996. Dr. Lu was named to the present position on July 1, 1996 when Chunghwa Telecom Co., Ltd. was established to sustain the operating responsibilities of former DGT during an organizational reshuffling to split the operational functions from the regulatory role.
Dr. Lu is a Senior Member of the IEEE.

Dr. Takao Shiino

Dr. Shiino joined Nomura Research Institute (NRI) in 1979 and engaged in numerous research and consulting projects for both government organization and private companies. After acting as General Manager of Information & Service Industry Consulting Department, he became member of the Board of Directors of NRI in 2000.
After holding various positions, including director in charge of Research & Consulting Division, he became Corporate Senior Vice Presidents in 2002, to oversee Distribution & Social Systems Division. He assumed the present post of Counselor of NRI in April 2007.Counselor

Mr. Shigemi Tamura

After he graduated from the Faculty of Engineering Department of University of Tohoku in 1961, he entered in TEPCO as a civil engineer.
In 1991, he was promoted as the General Manager of the Construction Department of TEPCO. In 1995, he was selected as a Member of the Board, in charge of the Construction Department. In 2000, he was promoted to Executive Vice President.
He was appointed as Chairman of the Board in 2002.
During his time at University, he was selected as one of the Japanese champions of regatta racing for the Olympic Games, which were held in Rome, Italy in 1960.
