Mineta is well known for his work in the areas of transportation – including aviation, surface transportation, and infrastructure – and national security. He is recognized for his accomplishments in economic development, science and technology policy, foreign and domestic trade, budgetary issues and civil rights.
Prior History
Mineta’s career in public service has been both distinguished and unique. He brings a wealth of experience and insight to Hill & Knowlton and its clients, as well as the perspective of having served in Congress for over twenty years and the Cabinet of both Republican and Democratic presidents.For almost thirty years, Mineta represented San Jose, California – the heart of Silicon Valley – first on the City Council, then as Mayor, and then from 1975 to 1995 as a Member of Congress. Throughout that time, Mineta was an advocate of the burgeoning technology industry. He worked to encourage new industries and spur job growth, and he supported the development of the infrastructure to accommodate the industry and its tremendous growth.
Mineta served as the Chairman of the House Transportation and Public Works Committee from 1992 to 1994, after having chaired the Subcommittee on Aviation and the Subcommittee on Surface Transportation. He was the primary author of the groundbreaking Intermodal Surface Transportation Efficiency Act (ISTEA) of 1991.
In 2000, Mineta was appointed by President Bill Clinton as the United States Secretary of Commerce. At the Department of Commerce, Mineta was known for his work on technology issues, for achieving international cooperation and intergovernmental coordination on complex fisheries issues, and streamlining the patent and trademark process.
Mineta was appointed Secretary of Transportation by President George W. Bush in 2001, where he served until he joined Hill & Knowlton in July 2006. Following the horrific terrorist acts of September 11, 2001, Mineta guided the creation of the Transportation Security Administration, the largest mobilization of a new federal agency since World War II.
Mineta was also a Vice President of Lockheed Martin where he oversaw the first successful implementation of the EZ-Pass system in New York State.

Globally recognized for his leadership, Mineta has been awarded the Presidential Medal of Freedom – our nation’s highest civilian honor – and the Wright Brothers Memorial Trophy, which is awarded for significant public service of enduring value to aviation in the United States. He is also the recipient of the Grand Cordon of the Order of the Rising Sun.He was the co-founder of the Congressional Asian Pacific American Caucus and Chair of the National Civil Aviation Review Commission. He is a graduate of the University of California at Berkeley.

Born in 1948, Ambassador Capuñay has served as a diplomat in the Peruvian Foreign Service since 1972 in a number of positions around the Asia-Pacific including postings to China, Singapore, Japan and the United Nations. Until his appointment as Deputy Executive Director Ambassador Capuñay was Peru's Senior Official to APEC for four years.
Ambassador Capuñay is an economic graduate from the National University of San Marcos and has received official decorations from Japan, Korea and Chile.

Juster has over 27 years of experience in government, law, business, and international affairs. He currently serves on the President’s Advisory Committee for Trade Policy and Negotiations. He previously served as U.S. Under Secretary of Commerce from 2001-2005, in charge of the Bureau of Industry and Security. In that capacity, Juster oversaw issues at the intersection of business and national security, including strategic trade controls, imports and foreign investments that affect U.S. security, enforcement of antiboycott laws, and industry compliance with international arms control agreements. He also founded and served as the U.S. Chair of the U.S.-India High Technology Cooperation Group, and was one of the key architects of the Next Steps in Strategic Partnership initiative between the United States and India. In addition, he was responsible for negotiating and signing the End-Use Visit Understanding between the United States and China that facilitated increased exports of U.S. high technology to China. Upon completion of his term at the Commerce Department, Juster received the Secretary of Commerce's William C. Redfield Award and Medal, the Commerce Department's highest honor.
Juster also served as the Counselor (Acting) of the U.S. Department of State from 1992-1993, and as the Deputy and Senior Adviser to Deputy Secretary of State Lawrence S. Eagleburger from 1989-1992. He was one of the key U.S. government officials involved in establishing and managing U.S. assistance programs to Central and Eastern Europe and the former Soviet Union. He also was actively involved in policy matters relating to China, Japan, Latin America, Israel, and the Persian Gulf. Upon completion of his tenure at the State Department, Juster received the Secretary of State's Distinguished Service Award and Medal, the State Department's highest honor.
From 1981-1989 and 1993-2001, Juster practiced law at the firm of Arnold & Porter, where he became a senior partner and his work involved international arbitration and litigation, corporate counseling, regulatory matters, and international trade and transactions. Juster also served as a law clerk in 1980-1981 to Judge James L. Oakes of the U.S. Court of Appeals for the Second Circuit, and worked at the National Security Council in 1978.
Among the awards that Juster has received are the Officer’s Cross of the Order of Merit in 2006 from the President of the Federal Republic of Germany (for contributions to U.S.-German relations); the Vasco Núñez de Balboa en el Grado de Gran Cruz Decoration and Medal in 2004 from the President of Panama (for contributions to U.S.-Panama relations); the 2004 Blackwill Award from the U.S.-India Business Council (for contributions to U.S.-India relations); and the 2002 and 2004 Friendship Awards from the U.S.-Panama Business Council (for contributions to U.S.-Panama relations). Juster also has published extensively on international economic and legal issues, including Making Economic Policy: An Assessment of the National Economic Council (Brookings Institution, 1997) and "The Myth of Iraqgate" in Foreign Policy magazine (Spring 1994).
Juster holds a law degree from the Harvard Law School, a Master's degree in public policy from the John F. Kennedy School of Government at Harvard, and a Bachelor of Arts degree in government (Phi Beta Kappa) from Harvard College. He is a graduate of Scarsdale High School, where he was named in 2007 as one of its Distinguished Alumni. He is a member of the Council on Foreign Relations, where he was a Visiting Fellow in 1993. He is a former AFS Exchange Student to Thailand (1971).

From 2004, I have been leading PUCC as a vice-chairman and an imaging working group. I gave many high tech talks in many countries and organizations.

Mr. Klurfeld is the Regional Director of the Western Region of the Federal Trade Commission, an independent law enforcement agency. The FTC is charged by Congress with protecting American consumers from Aunfair methods of competition and Aunfair and deceptive acts and practices in the marketplace. Through its consumer protection mandate, the Commission seeks to safeguard the public from fraud and deception. Mr. Klurfeld commenced his professional career at the Federal Trade Commission. As a staff attorney, he specialized in investigating and litigating complex antitrust and consumer protection cases. These matters included challenges to anticompetitive mergers, price-fixing, and other restraints of trade; and prosecutions of telemarketing fraud and deceptive advertising. In 1990, Mr. Klurfeld was appointed as Regional Director of the Western Region, which embraces California, Arizona, Nevada, Hawaii, Colorado and Utah.

Part of the Manufacturing and Services bureau of the International Trade Administration, OTEC has three teams. The Electronic Commerce team provides general trade and policy analysis and research to promote a favorable global policy environment for electronic commerce growth while the Information Technology and Telecommunications teams actively support U.S. ICT firms' efforts to expand their business opportunities overseas.
In addition to managing OTEC, Ms. Layton leads the U.S. delegation to the Asia Pacific Economic Cooperation (APEC) negotiations on establishing a regional agreement for cross border data flows. Ms. Layton also manages the Department’s international Radio Frequency Identification (RIFD) international policy program, including intra-USG policy coordination and the U.S.-EU RFID Transatlantic Lighthouse project. She has also been very active in the U.S.-Canadian-Mexican Security and Prosperity Partnership (SPP) work on information and communications technologies. Additionally, she served as a vice-Chair of the OECD Working Party on Information Security and Privacy in 2006-07.
Prior to joining OTEC in June, 2006, Ms. Layton served as the Associate Administrator for the Office of International Affairs (OIA) of the Commerce Department’s National Telecommunications and Information Administration (NTIA) from 2002-2006, and as a Senior Telecommunications Policy Advisor from 2000-2002. From July 1999 to November, 2000, Ms. Layton was Associate Chief of the FCC’s International Bureau, in charge of general management and strategic policy planning.
Prior to her 1999-2000 stint at the Commission, Ms. Layton had been with Commerce for 19 years serving in various capacities with the International Trade Administration (ITA). From 1996-1999, she was the Director of ITA’s Office of Telecommunications. She also was posted twice to the Organization of Economic Cooperation and Development (OECD) in Paris, France, initially on transfer to its Trade Directorate (1983-86) and subsequently as Commercial Advisor for the U.S. Mission to the OECD (1990-95). Her earlier Washington-based work with the Department focused on WTO - GATT trade negotiations.
Ms. Layton holds a B.A. degree from Furman University and a M.A. degree from the John’s Hopkins School of Advanced International Studies. She is married to David Layton and has two daughters.

Dr. Lung-Sing Liang, President of Chunghwa Telecom Labs (CHT-TL), received his B.S. degree in Communication Engineering and M.S. degree in Electronics Engineering from the National Chiao-Tung University in 1975 and 1978 respectively. He got his Ph.D. degree in Electrical Engineering in 1990 from National Taiwan University. Dr. Liang started working in 1979 at the Telecommunication Laboratories, Ministry of Transportation and Communications, serving different positions such as assistant researcher, associate researcher, researcher, and managing director, etc. In 1998, Telecommunication Laboratories was corporatized and renamed as Chunghwa Telecommunication Laboratories. Due to his outstanding achievements, Dr. Liang was promoted to the Vice President of CHT-TL in 1996, mainly responsible for the research of telecommunication technology, and was promoted as the President of CHT-TL in October 2000.
Dr. Liang’s wide research interest covers the technologies of Broadband ATM switch, access protocols for VSAT system, Operation Support Systems, Call Center/Customer Care, Billing System, NGI protocols, QoS, and Ipv6.
Dr. Liang has always been actively participating in global and domestic telecom activities: being the secretary of Pacific Rim Frame Relay, ATM, SMDS Interest Group (PRFASIG), the chairperson of ATM SG in AOW since 1996, and the vice chairman of IEEE Globecom 2002 Taipei. Since 2006 he has been contributing in GBDe (Global Business Dialogue in e-commerce) as a chief Sherpa of Chunghwa Telecom. In the recent years he has been the convener of Network sub-program in National Science and Technology Program for Telecommunications of Taiwan, the convener of the Promotion Committee of Cross-Strait EE Development in the Chinese Institute of Electrical Engineering, and the convener of RSU SIG in Telematics Promotion Forum of Ministry of Economic Affairs. During his career at NYK Line, he was twice stationed in the United States. Those nine years saw him involved in the development of inland transportation networks in the United States, regional computer systems in North America and Asia, global e-commerce systems, and other such far-reaching projects.
In 2002, he was nominated as a director and CIO of NYK Line. In that five-year tenure, he accomplished a total reconstruction of the corporate accounting system and spearheaded a project to renovate the entire operating system.
In April 2007, he assumed his current position at NYK Line and at the same time became president of Monohakobi Technology Institute (MTI) – monohakobi means the transportation (hakobi) of goods (mono). MTI, which is 100% owned by NYK, is in charge of R&D activities for maritime and logistics technology, and in charge of human resources training for NYK Group companies. MTI’s recent focus includes developing new business models that utilize RFID technology and creating fuel-saving technology for ocean going vessels to reduce (or totally eliminate) greenhouse gas emissions.
On top of the above, Mr. Yasunaga became president of SAP Japan User Group (JSUG), in which responsibility he leads activities to request improvements in the users’ service level and to reflect their voices in the development cycles of their new products.

From 1977 to 1999, he had engaged in various banking activities for the LTCB for over 20 years.

Prof. Popescu-Zeletin graduated at the Polytechnical Institute Bucharest, Romania, got his PH.D. from the University of Bremen, and his habilitation from the Technical University Berlin.
