The German lawyer was born in Bonn and grew up both in Paris and Bonn. He studied law at the Universities of Freiburg (Germany) and Aix-en-Provence (France), specialising in European Union law.
Following his second state law examination, Felix Braun started working at the European Consumer Centre Germany, which is part of the ECC-Net, in 2006 and gained practical expertise in the fields of consumer law, European Union law, alternative dispute resolution and e-commerce.
Felix Braun was also involved as a short-term expert in various EU-Twinning Projects in new Member States of the European Union in a variety of legal aspects concerning e-commerce and international private law.
He enjoys keeping fit through hiking, reading novels, experiencing the cultures of international metropolitans as well as being a classic car enthusiast.

Executive Board and, following the Group’s acquisition of E&Y Consulting in 2000, was named managing director of Cap Gemini Ernst & Young in the Benelux. MARKUS HEYDER works in the Office of International Affairs of the Federal Trade Commission (FTC) in Washington D.C. as counsel for International Consumer Protection. In recent years, Mr. Heyder has dedicated a significant amount of his time to international privacy and data security issues.

He has represented the FTC in the Data Privacy Subgroup and the Electronic Commerce Steering Group in APEC and has worked for the past few years on the development of APEC cross-border privacy rules. As an attorney in the FTC's Office of International Affairs, Mr. Heyder also assists the FTC's litigation divisions on cross-border cases and generally works with U.S. and foreign government officials to improve international law enforcement cooperation against cross-border fraud and deception.
Prior to joining the FTC’s Office of International Affairs, Mr. Heyder worked as an Attorney in the FTC’s Division of Marketing Practices, where he enforced consumer protection laws against telemarketing companies and participants in illegal Internet-based chain-letter schemes. Prior to joining the FTC, Mr. Heyder spent almost eight years in private practice where he focused on general commercial litigation and class action defense.
Mr. Heyder received his undergraduate degree from Middlebury College, Vermont, in 1989. He received his law degree from Columbia University School of Law, New York, in 1994.

Philippe Letellier , born in 1957, studied engineering at ENSEM Nancy before obtaining a doctorate in computer science from Paris XI Orsay. In 2000, he obtained an executive MBA from HEC/CPA to acquire a double culture: technology and business.
Philippe has a broad industrial experience (25 years) with start-up and international companies such as what are now Thomson and Thales. His last position was General Manager of the French research centre of Thomson. His main involvement has been in software development for interactive image systems and in R&D management. Among other activities, he was responsible for the definition of strategic views and participated in the definition of the worldwide Thomson Research Programme.
He was also deeply involved in standardisation and developed patent production. Since 2006, he has been Deputy Research Director at the Institut Télécom where he is responsible for valorisation, technology transfer and partnerships. In 1999, she was elected in the Cologne City Council and one year later, Ms Spizig became the Vice Mayor of the city of Cologne. She represents the Mayor and the city locally, abroad and in numerous other international networks. After the local elections in 2004 and 2009, the new council re-elected Ms Spizig Vice Mayor for another five-year-term. Her work focuses mainly on environmental issues, culture, media, ICT and international affairs.
Ms Spizig is also Vice-President of the European Cultural network “Les Rencontres” and is often invited as honorable chairman or speaker at conferences all over Europe on diverse topics.
Since 2000 she has been an active member on the board of the Global Cities Dialogue (GCD): a worldwide network of cities, which deals with the new technologies and their application in city administrations, with e-government, with problems and possibilities of the Information & Knowledge Society and the aim of overcoming the digital divide. In the framework of this international platform, the city of Cologne, represented by Ms Spizig, leads one of the 3 themes of the GCD Action Plan 2009-2010: fighting against climate change with the use of ICT. This refers to the inclusion of environmentally compliant technologies in the cities' development policies, together with the exchange of know-how and "good practices".
Ms Spizig is an active politician, who can keep the pace with the current main issues of today’s world.

Radu POPESCU-ZELETIN is professor at the Technical University Berlin and Director of the Fraunhofer Institute for Open Communication Systems (FOKUS), Berlin. Prof. Popescu-Zeletin graduated at the Polytechnical Institute Bucharest, Romania, got his PH.D. from the University of Bremen, and his habilitation from the Technical University Berlin.
